二、将图片转换为base64

使用spring boot自带的ResourceUtils从资源路径中获取文件，通过IO转换为字节、再将字节转换为Base64

二、base64转换为图片

需要注意的是，由于Base64编码字符串比原始图片文件更大，因此在使用Base64编码字符串传输图片时，需要考虑网络传输的带宽和速度等因素。
